**Job Summary:**
Manage preconstruction activities for heavy civil project pursuits in Northern California, working closely with proposal managers, estimators, and business development teams to identify opportunities and develop project timelines and budgets.

In this role, you will oversee preconstruction activities for one or more heavy civil project pursuits within our established and growing Northern California District during the pursuit and preconstruction contract phases. **Key Responsibilities:**

* Manage project pursuits by working closely with proposal managers, lead estimators, business development managers, and project sponsors
* Identify opportunities and recommend partnerships for company pursuits, coordinating partnership teams to submit proposals within prescribed budgets and timelines
* Develop and manage pursuit timelines and deliverables, attending all schedule and proposal meetings to ensure submission includes all necessary data and documentation
* Review design schedules and construction plans to identify cost savings opportunities within contract specifications
* Work with design managers to develop the best possible technical solution
* Develop project-specific client management strategies, managing client expectations and communication based on contract specifications and owner needs
* Collaborate with engineers and estimators to develop budgets and secure final bid prices for pursuits
* Support project hand-off between bid and construction teams to ensure proper execution of construction plans and client expectations
* Maintain knowledge of company values and strategic plan

**Requirements:**

* Bachelor's degree in engineering, construction management, or related field preferred
* 5+ years' experience in heavy civil project pursuits, including estimating, project management, or business development required
* Alternative delivery experience required
* Ability to identify and interpret risk strategies
* Developed influence and negotiation skills, proven with internal and external stakeholders
* Demonstrated leadership, communication, conflict resolution, and interpersonal skills required
* Demonstrated experience leading partnering and teaming agreements
* Understanding of cost estimating practices, development, and implementation
* Strong communication and organizational skills required

USD $125,000.00/Yr. - USD $145,000.00/Yr.
